Best filler for group hacking/practicing?

I also like stalling, I've only started hacking a couple weeks ago and somebody at school borrowed my Sand Master, which got lost or stolen whichever it may be. And I've wanted to make one myself for the colors and stuff I want, but not sure about which filler I should get. Also, what is the best material for making a footbag?
