lolz, i do it all the time...ever scince i was young it doesnt really affect you unless you do it alot, but it does seen to help my crank a little, expecially if you do it while trying to walk a straight line because i think i makes your other muscles work more. thats my opinion

It's pretty much something only young people can do. Why ? Because it's pretty damned stressful on the joint. So if you feel like stretching it harshly and abusing it through overly inverting the ankle while walking, do it now before you get older cause your body will really get pissed at you if you do it later. Actually...it'd prolly be smart to just skip that whole walking around on the outside of your ankles. Maybe here and there, but don't make it a regular activity. Just my advice to you and your ankles.

if you're trying to get more crank by doing this then just stand in place with one foot planted flat on the ground and stretch the other ankle by slowly rolling towards the outside, walking on your ankles will just put unnecessary strain on them.
practice walkovers and reverse walkovers, and just practice cranking as hard as you can on your clippers and your crank will improve immensly.
