my 1/ question you buying steel shot no.7? But its 0.1" its same to for european 2.7mm. I use only 2mm the leads ball, you think that 2mm is very little?
2/ how are you using battery fot to gather? give it in to centre pent or between pent and hex?

Here's a tip for having the same exact sized pents all the way around the bag. It's something that seems entirely obvious to me, but I haven't heard it before, but it's what I just used to make a whole bag and it worked out perfect.
Using a pen, put a marks on your thread a certain distance from each other, and tie off on the marks you made. You may want to experiment with the distance, but I go exactly 6.5 cm per pentagon.
I use floss, so I burn one end of the floss to form a holding 'knot', then proceed to mark the 6.5 cm on the floss. When I'm done stitching through a whole pent, I pull the floss all the way out so that the previous mark is easily visible, cut about a half a centimeter past the mark, and light the floss on fire. Then, I blow it out when the melting floss reaches that mark, and work the pent back into shape by pulling the floss back through the stitches (by pulling sides bigger and shimmying the slack until it is even).

That's way too much work for me, and I'm a user of floss. I never had much problems in judging the sizes of my panels whenever I stitch. It all comes from the cutting and stitching process. Even panels and even stitching leads to an even bag.
You can't be any more direct than Zeb's advice: practice.
