Gyro Toe Delay ADD disagreement
I think xbd rake and "reverse" xbd rake should be considered the same trick (as described by Ken). There's no difference except the direction from which you approach the xbd toe, and you don't get a swirl or reverse swirl dex in either case, obviously. In my mind, the idea here is similar to spotting a toe delay from the inside or outside of your knee (as described in Jorden's 10 most common style mistakes. Number 7). They are both toe delays.
Then for the rake vs gyro disambiguation, I don't see how you could do xbd toe and then get an add for gyro. Furthermore, how can you get both adds for spinning into a toe catch and carrying the bag into a toe catch? It's what player B was calling "double dipping". This seems easy enough of a distinction in writing, but it's the real life examples that make it hard, like Matt's gyro toe. Think of wauxpin. It often has a similar scoop/carry that he described and I would still call it butterfly gyro toe, even if some would consider that style of wauxpin sloppy.
That said, I don't get the argument that rake has a dex. Bod maybe, but to say there's a dex in there is rubbish IMO. On footbag.org, wrap also gets a dex. Wtf?
So my conclusion:
crossbody rake: XBD, BOD (carry), DEL
gyro toe: BOD(spin), DEL
matt's gyro toe: BOD(ambiguous between carry or spin but I think spin overrides it), DEL
wrap: DEL, BOD, XBD
NO dexes in any moves!

Traditionally a dex was any time when you go around or over the footbag with your legs, as this takes dexterity. It didn't matter if the footbag was in the air or not. Given the way freestyle footbag has evolved, this now probably doesn't make sense.
With the question at hand, it's confusing because "gyro toe" doesn't really refer to a clean gyro toe. Instead I would describe it like this.
Gyro toe is 2 add trick
Gyro rake (non xbd) is a 3 add trick. The trick gyro rake is named "gyro toe" in the same way that stepping far butterfly is named "ripwalk."
However there is no clear line between gyro toe and "gyro toe" (gyro rake). If you execute each move very cleanly the differences are obvious, but it's easy to perform tricks that are halfway between the two.
If you were looking for a cut off point, technically a rake gets its third add from carrying the footbag so the stalling foot needs to catch the bag behind the point where the foot would be if a person was standing straight (ie. behind them, although behind and to the side is acceptable). Catching the footbag straight below the person, or slightly to the front and then carrying it forward in a rake motion, as you very often see with symp mirage moves, is not a rake, but just a sloppy toe stall, and gets just 1 add (or two if it's after a spin). I'd use this kind of cut off when judging shred 30, but it's fairly arbitrary and there isn't really much difference to the move if you're catching at 0 degrees, 1 degrees or -1 degrees.
So to answer the question, Person A is right, on the assumption that the move is executed correctly. -> spin, del, dex.
