Sudan is a good example of this principle.
A dis-armed, or "forcibly pacified" population can be murdered by the millions.
A "peace" of sorts will be achieved in Sudan when all the black Christians are gone.
The U.N. could avoid this unpleasantness by issuing another deadline for the government to stop supporting these militias.
A few more months and the Arab militias could eradicate the blacks completely.
The U.N. can then wash their hands of the situation,
"There is nobody left to save", will a perfectly valid excuse.
