No 32's are sewn between the hexes. It's supposed to happen.

I feel this is a design flaw in the fill. Because as the small heavy things fall out it changes the size to weight ratio of the bag. The lighter bigger heavier things will stay in.
Some sewers do stitch between the hexes. I prefer when they do not because it makes it easier for me to change the volume and weight of the bag a little bit. If a few small beads leak from your footbag every now and then, you can usually squeeze a few more back in when you feel it necessary. Its easy.

Just think man, if a little BB type thing (or whatever it may have been) came out, then you can definitely fit other things of the same or a slightly different size in that same hole. As others have mentioned, once it breaks in more (if it's not already fully broken in) you shouldn't see as much of this but if you manage to save most of the things that leak out, you can put them back in whenever you like.
