It's 2005, and your leader has gotten you into a war your country cannot afford to fight. Amour is being scraped from junked vehicles and carcasses left on the battle field.
Bomber planes are returning from the sorties damaged from anti-aircraft fire.
So the airforce has you investigating the best way to insure the safe return of the pilots and you find they have only have enough scrap metal to reinforce one section of the planes.
The decision has to be made was where to place the armour, they could add extra armour to one of the following sections of the plane without adding too much weight, and staying on a shoe string budget while billions of dollars are diverted to the private sector.
The sections of the plane that make the most sense to the engineers to reinforce were determined to be the wingtips, inner section of wings ,fuel tank, and the tail and nose
So a detailed investigation of the planes that returned from bombing missions was completed.
They found that half of them had damage to the inner section of the wings but none a
great deal of damage to the wingtips. About 30% of the planes they studied had
damage to the tail and nose, and 20% damage to the fuel tank area.
While that is one valid answer, the army has conducted an analysis of the situation and has determined the population is willing to reproduce for free. This brings the value of a soldier down to around $0.17, while the aircraft has a cost of several million dollars each.
Nice thinking, but your job was to protect the planes, not the pilot.
ooh ooh! You armor all the parts that don't have any damage, because you know that the planes will still fly with the damaged parts damaged, but you never know what will knock the plane out of the sky...

Not a guess here, but I looked up the question on google after I couldn't figure it out, don't worry I wasn't planning on submitting it or anything... that's probably not allowed, but I was just wondering if we just plan on people staying honest, or if we're supposed to invent new riddles?
And crazydwarf: inventing riddles is HARD. Mine was written by Lewis Carroll (so i'm actually surprised you couldn't find it on the net... I know it's out there...) So I'm not sure that's really a viable option...
Oh, and here's Carroll's answer:
As curly-headed Jemmy was sleeping in bed,
His brother John gave him a blow to the head;
James opened his eyelids, and spying his brother,
Doubled his fist, and gave him another.
This kind of box then is not so rare;
The lids are the eyelids, the locks are the hair,
And so every schoolboy can tell to his cost,
The key to the tangles is constantly lost.
A man is found lying face down dead in the middle of the desert, naked. Directly to his east, in 100 yard increments are a large pile of clothes, then a pile of backpacks, then a pile of camping equipment. A hundred yards to the west of him is the huge flat face of a mountain (well, cliff).
What happened?

they were in a hot air balloon, throwing things off to lessen the weight of it to avoid the mountain. They were so heavy they would hit the mountain face.
all the stuff they threw wasnt enough so they decided he would jump off.
I WIN

I do, but I won't say. I've been dominating too much.
edit: The answer isn't rice.
