Where do people dream this stuff up? Only on the internet. No, this is not from a Japanese TV show. This is a short COMEDY film produced by the American satirical directing duo of Tom Kuntz and Mike Maguire. This bit was doing the indie fest circuit a few years back. Kuntz and Maguire's current project is a movie adaptation of the brilliantly poignant (and thoroughly Midwestern) weekly newspaper, The Onion. I'm not sure how this can possibly translate into a movie, only time will tell.
