To cut the outside or the inside layer??? I think the outside is softer and i should keep it but i'm not sure and i want a secon opinion.

If you cut out the inside canvas you'll be left with the outside mesh material. This material is very thin and breathes better(than the mesh). However some people say that the mesh material is a little slippery if your clippers aren't really flat.
Now if you cut out the outside mesh material, you'll be left with the inside canvas material. This material is a bit thicker than the mesh and it does not breath as well as the mesh. However some people say (I kind of agree) that the canvas is grippier then the mesh.
Remember that if you don't do all that good of a job on cutting out the outside material, then it could look ugly. So if you're one of those people that care what others think of what your wearing, then just go with cutting out the inside canvas.
::WARNING::
With which ever method you go with, make sure to be careful as to not cut through the material that you are planning to leave. If you make some cuts through the material that you're planning to leave, then the material might rip faster and not last as long as it could.

I think the reason that dude with the 520 did that was because the 520 is way too thick, but lavers on the other hand are so thin that adding the other material wouldn't do much. Unless you pick a light material, that is grippy and thin, I wouldn't recomend doing that to your only pair of lavers. If I were you I'd wait until tha pair you have now becomes your old pair, than do it.

The 520 clippers are really not flat at all, so him doing that makes them flat. The laver is fine. Just cut one layer please.

Just to be sure, don't go crazy and making sandals out of Lavers like Daryl Genz. 
He has the curly 90 degree toes so his toe stalls are always great.
