Because I wasn't involved in you being suspended for the second time I don't really know - I have full faith in the admin team at modified and I'm sure they make the right decisions. They're the people who decide to ban people or not so if you feel that your last ban was unfair you should bring the matter up with them.
In general we try our best not to suspended people and my understanding is that a number of people complained about your behaviour on the forum and you were warned a few times before actually being suspended. If you feel that other people are breaking the rules you should make a record of exactly what they've said and pm one of the mods or admins with your complaint. While there is a large mod/admin team - I'm sure it's concievable we miss things that are inappropriate and we can't take actions against things we don't see.
