The Edge of the Panels Pop Up...

i have made a few bags, but the one i made last night had a problem. the edge of the panel (hidden in the bag) will suddenly pop out from inside and show on the outside. this not only mis-shapes the bag but also spills the filling. what causes this?? are the stitches to far apart?? or are the stitches to close to the edge???

I think that would be a combination of both, but either of them can cause that problem.
