Do I cut the stitch where the thumb tack is for the toe mod?, I'm not sure and I dont want to mess it up.

yep. get all of those stitches near there. there should be about 4 or 5 for each side of each toe

I did. The bag often gets snagged in it sometimes. Worth it? No idea.

Yeah, your golden if the only stiches on that are the ones that are on the bottom of it, not the side! I like to pull it outwards to make sure I got all the stiches.
