Ok, even though, there is no reason people deserve money, from taxpayers who live in boring, inland places.
If you leave on the sea, you enjoy benefits, but risk the big storms.
If a big flood occured on the Mississippi River ,for example, and you were treated to people complaining for a whole year, and accusing racism because they didnt get enough money dumped on them, you would get tired of it, and tell them to piss off.
