Glass seed beads get powdery with rigorous use. Josiah Digges and Johnny Suderman both use glass seed beads, and they both make some very awesome bags. I didn't see any degradation to my Johnny bag after I've had a couple of long sessions with it.
If you think about it, the process to making glass and plastic seed beads are the same in retrospect. In fact, plastic is sort of like a cousin to glass.
Furthermore, seed beads in any form will chip in the same way imo. They will both have sharp brittle ends in some shape or form. I'm pretty sure with some use, plastic seed beads would get powdery as well.
As for the 15 lbs of seedbeads, a package of 100 grams of seed beads nets you $5, at least for the craft store that I go to. I'm not sure about the size of the seed bead that is on that auction.

15 lbs of seed bead is enough for about 1000 bags yo. There's no way you'll veer need that much in 10 years.
