Like I said, abstinence will never bring the population down. An "abstinence policy" and abstinence are not the same thing. China's birth rate is down because their government makes it so.
And your first paragraph says it for me. Countries with higher education have lower birth rates. Which is probably why 3rd world countries have such a problem, with desease and starvation. They dont' have any education.
