It caps at 7.6% because that's the highest percentage anyone has now that he stopped seeding the 100% torrent.

people who only have 7% downloaded seed too ... they only seed what they have.

now the fucking web host that supposedly has 20 gigs free is saying there is no more space on the device I'm uploading to. I called their 24 hour support line and they had to put in a request to an administrator. I'm so fucking pissed. It's like there is nothing I can do to get this file out there. I'm so frustrated. So, I started seeding the torrent again.

have you thought about using vuze.com ?
it provides online-streaming as well as torrents and they have no problems with huge vids.
