What/Who defines what low,medium, and high gather are and look like?

thats what i've been wondering forever. I never really thought to ask it. I would think i have a low gather, in comparision to other bags i have, but that may seem that way because my bite is really close to the edge.

Every kind of bag is out there.

Some people gather completely, some not at all, it all comes down to bag style.

Sometimes I want a juicy gusher so I do less gather. The downside is that they don't shuffle as cleanly.
