Hand-made bags stitched by footbaggers are definitely the best quality out there. HOWEVER, if you are a beginner or an intermediate, I recommend getting a 4 panel sandbag from freedom footbags. They are fine for learning the basics, and only cost like $6-7. A hand-stitched professional bag usually runs around $30, and unless you are a high-level intermediate or better, you won't really note the difference.
If you do decide to buy a hand-made bag, I recommend Waylon Lew's bags (wasabi bags). He is remarkably consistent, and the bags he's made for me have been amongst the best I've ever owned.
