It will not build much muscle size, but it will make your legs stronger. So, the answer is yes or no, depending on your definition of "build leg muscle".

I was wondering about this. I'm very active, i lift weights for my upper body and ride 90 miles a week for legs and cardio on my bicycle. I got to the point where even my 30 mile rides would hardly have me breaking a sweat.
2 hours of footbag and I'm pouring sweat and it feels like my calves, ass and to a lesser extent my thighs are getting a helluva workout. it's basically replaced bike riding in my routine, it's a lot more fun and rewarding and really wipes me out unlike biking does now. Given the cushioning move you do with stalls and the dex moves you do with your thighs, i can't imagine that footbag won't build some serious lean muscle over time.

Im going to use footbag for cardio as 1. my cardio has lacked since highschool football and 2. im new to denver so this elevation is killing me. I gained weight, actually blew up to 350 a year and a half ago, and now am down to about 255ish. I lift regularly but I think footbagging will increase my weight lose again. I dont think it will build muscle in my legs, since i do lift legs, but instead will build endurance.

It can tone your legs and make your muscles stronger but it will not build muscle unless you doing clipper stalls>one legged squats which i dont think anyone does (okay maybe i did it once or twice). I work out 4 times a week and use footbag specifically as my cardiovascular workouts because i hate running and i love footbag. Footbag is alot of core strength as well as leg strength and stamina so if your skinny or big you will see results in your abs and legs but if you already workout you will not see results unless you do other forms of exercise.
