If you browse through the for sale section or bags youve made thread you can find a stitcher that would meet those requirements.
Stalling- Depends on how well broken in it is and the fill
Lifespan- Depends on how you treat the bag (washing and picking it up with the hands)
Bright- Depends on the colors and how clean it is

You're aware that she's looking to buy a footbag that glows in the dark at night right? Something with a switch inside that you can turn on. Does anyone on the forums make those?

I'd say that your best bet is to try sites like freedomfootbags.com. Not sure if they carry them; I've never tried one.
