Is there any any UK Stitchers out there as I would love a custom Bag but I do not want to get stung with inport tax.

I don't think you'll have to worry about an import tax if the item is sent in a non-commercial manner, ie: labelled as a gift, etc. Tell the stitcher to include a little note that says "happy birthday"
i do not know of any reputable UK stitchers.
