Your next major footbag stop, then, might be my home town, Winnipeg. There's a crew there, but I don't think they check Modified. And I think they play more net than freestyle these days.

So I'm leaving this weekend from Peterborough Ontario and bicycling to British Columbia. I plan to spend about 3 months on the road, camping out each night. I am going to have a ton of downtime (I will only be biking 4-6 hours a day) and I want to get back into footbag.

Do what Joe said and take out some of the pellets. If it feels too light, you could add some BBs to give it that extra weight required for the perfect stall. Bags are meant to be about half full but everyone is unique. Finding the right weight and fill will help you a lot.
